How county rates are set. Each California county negotiates its IHSS provider wage separately with SEIU Local 2015. The negotiated rate is then approved by CDSS and the county board of supervisors before taking effect. This means the same care work pays different wages in different counties.
When rates update. Most counties implement wage increases on January 1 each year, though some agree to mid-year increases through collective bargaining.
